Yes, even if your organization did not run any queries, you should attest that you met all NPDB querying requirements.
Please note: Hospitals must query the NPDB (whether directly or through an authorized agent). If your hospital did not query as mandated by federal law, you should indicate such in your attestation and attest to and provide an explanation for not querying.
